The ninth ekip Policy Lab explored unlocking circularity in fashion & CCIs. Based on the discussions with and input from participants in the Policy Lab as well as further refinement in the Community Review Workshop and background research, a series of recommendations were developed.

Introduction
As one of the most resource-intensive and polluting industries, textiles have been prioritised in EU policy for greening and digitalisation. The sector is now at a turning point, with digital tools like the Digital Product Passport (DPP) positioned as key enablers for circularity, transparency, and innovation. The adoption of the DPP requires technological and business-model innovation in the textile and fashion sector.
This document, developed through an ekip Policy Lab in October 2025, spells out recommendations for EU-level policy makers how to use tools of research and innovation policy in advancing the adoption of the DPP in the textile sector, thus seeking to improve competitiveness and sustainability of the sector.
