How can we test innovation policies in local contexts?

Prototyping allows us to test innovation policies for the cultural and creative industries by simulating their potential outcome. Together with local stakeholders, we explore what the policy recommendation could stimulate in terms of innovation. This leads to building the outlines of an innovation portfolio case and analysing what this would mean in terms of resources and support on a local level.
